This subfield engages researchers who look into the understanding of conditions and mechanisms that steers change (top-down to bottom-up). Here the topics reach from habits of the population (political behaviour, participation and so on) within an existing political frame to challenges of a multilevel-coordination of the activities of state, economy and civilian population to achieve common objectives, e.g. in the ambitious field of ICT and network expansion. Possible results are new evidence-based findings on drivers and barriers of change which support local governments, the civilian population and economic stakeholders in their efforts to steer a sustainable development.
